Well, when you directly translate Turkish expressions into English, it looks like something stupid. It is because we think in a different way. We don't ask "what time is it", we ask "how many is the hour" originally.
In Turkish, most of the names have more than 1 meanings. For example saat means every kind of clock and hour.
This subject is related with numbers.
-Saat kaç? (What time is it?)
-Saat beş. (It is 5)
-Saat kaç?
-Saat dört buçuk. (4.30)
-Saat kaç?
-Saat beş on beş. (5.15)
-Saat kaç?
-Saat altı on. (6.10)
